ANPD opens Call for Inputs on the Age Verification Mechanisms Guide

A Call for Inputs is open at the Brasil Participativo platform by the National Data Protection Authority (ANPD) regarding the Guidance Manual “Age Verification Mechanisms,” an initiative led by the Superintendency of Regulation in the context of implementing the Digital Statute for Children and Adolescents (ECA Digital – Law No. 15,211/2025).

The consultation aims to update the Preliminary Guidelines published by the ANPD in March 2026, providing general instructions on the application of reliable age verification mechanisms by providers of information technology products or services directed at, or likely to be accessed by, children and adolescents.

The Guide deepens the content of previously published guidance and adds new sections on core concepts related to age verification, the digital chain of responsibilities, and specific requirements for the use of technical solutions—such as facial-estimation and document verification—seeking to provide greater regulatory predictability and legal certainty for the actors involved.

Contributions from society may be submitted through the Brasil Participativo platform, encompassing input and suggestions from citizens, companies, academia, and civil society organizations. The deadline for submission of contributions is 9 July 2026.

Given the growing regulatory concern with protecting children and adolescents in the digital environment, the Call for Inputs represents a strategic opportunity to improve the guidelines applicable to age verification, particularly regarding the balance between effectiveness, proportionality, privacy, personal data protection, and technical feasibility.

Qualified participation in this process can directly contribute to the construction of clearer, proportionate, and technologically and operationally feasible regulatory parameters for regulated actors, with significant implications for digital platforms, developers, service providers, and other organizations subject to the new obligations.
